However, due to the eminent danger some people are in during widespread crises involving 1000's of people, there are fast forms sometimes available. And, during those times communications should be kept to the maximum length (in 2019- 8 pages or less for CAT) unless specially requested survey is being conducted by a UN Rapporteur.

The terms communication & complaint are interchangeable.
I understand that there are 5 treaty procedures that fall under Procedure 1503, and here I have only listed 3 that I have considered for my Individual Communication.  I will largely write my communications for consideration under Procedure under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
